During the preliminary investigation launched by the Yerevan Investigative Department of Armenia’s Investigative Committee, evidence was obtained indicating that on October 18, 2025, a group of individuals offered material incentives to others to participate in a rally supporting S.K. (Samvel Karapetyan).

As part of the investigation, criminal prosecution was initiated against G.S. under Article 236, Part 2 of the Criminal Code (obstructing or coercing participation in a rally, as well as offering material incentives to participate or to refuse participation), and against B.S. and H.M. under Article 46-236, Part 2 (aiding in such actions).

Detention was chosen as a preventive measure for H.M.

The investigation is ongoing.

The Investigative Committee reminds the public that under Article 236, Part 2 of the Criminal Code, obstructing or coercing participation in a rally, or offering material incentives to participate or refuse participation, is a criminal offense punishable by up to three years of imprisonment.

Given the growing number of such incidents recently, the Committee urges citizens to act lawfully and refrain from similar illegal conduct.
