Military actions cannot resolve the Nagorno-Karabakh issue, Ambassador Patrick Murphy, the Special Representative of the OSCE Chairman-in-Office for the South Caucasus, stated during a press conference. 

In his words, the current situation in the region is very serious. “The military rhetoric is being used more frequently, and everything must be done so this will not turn into violent actions. I am confident that military operations cannot resolve the conflict. Military actions will have unforeseeable consequences and further deepen the conflict,” Murphy stressed.     

The Special Representative recalled that the strict performance of the formal obligations, which Armenia and Azerbaijan have signed under, will be a significant contribution in terms of restoring local security.

“The great shortfall in the process is the absence of a work mechanism in connection with local incidents. I am speaking not solely about an investigation mechanism but, also, about a mechanism owing to which the local commanders will regularly meet and discuss the matters that disturb the parties [to the conflict],” Patrick Murphy noted.
