YEREVAN.- As a president of the state Serzh Sargsyan bears responsibility for three areas of power, including Central Electoral Commission (CEC), representative of Sargsyan said in the Constitutional Court on Wednesday.

Davit Harutyunyan, chairman of the parliamentary committee on legal affairs, represented Serzh Sargsyan in the Constitutional Court during the hearings on the claims of former presidential candidates Raffi Hovannisian and Andreas Ghukasyan.

“Secondly, he has the obligation as president of Armenia, under the law. The fact is that in Armenia elections are organized by a three-stage system, which also includes the CEC, and the president has an obligation under the law, when the relevant election commission is formed,” Harutyunyan said. His response came to a question asked by Andreas Ghukasyan what Sargsyan meant in the letter sent to Serj Tankian by saying “he organized elections”, Armenian News - NEWS.am correspondent reported.

Referring to Sargsyan as the leader of a parliamentary majority, Harutyunyan noted that under the Electoral Code, this group has a number of rights in connection with the elections, including the right to appoint members of the electoral commissions at all levels. In this regard, the ruling party has fulfilled its obligations to appoint one member of the committees.

“As a presidential candidate Serzh Sargsyan has certain rights and obligations, including the appointment of representatives in the commissions. In his letter, when saying ‘I organized’ he was referring to the mentioned facts,” Harutyunyan assured.
