Azerbaijan is not that much ready for confidence-building measures.
Armenian Foreign Minister Edward Nalbandian said the aforementioned at a briefing with reporters, after Monday’s talks in Paris between the presidents of Armenia, France, and Azerbaijan.
In Nalbandian’s words, at the talks, French President François Hollande proposed the implementation of several such measures.
“Both Armenia and [Nagorno-]Karabakh have always expressed positively towards the implementation of these types of steps. The Azerbaijani party, however, approaches [this matter] from the opposite side of the pitch.
“The confidence-building measures shall create favorable conditions for achieving progress [in the Karabakh peace talks],” the Armenian FM stated, in particular.
Nalbandian also noted that the meeting in Paris was a continuation of the talks that were held in Sochi, Russia, and Newport, Wales.
“This series of meetings shows that the format of the OSCE Minsk Group co-chairs remains a quite viable format,” he added.
To the query as to whether there is a difference in the moods from Sochi to Paris, Nalbandian responded:
“I believe that the moods were more positive. It was confirmed, at the level of the presidents, that the existing format of the OSCE Minsk Group co-chairs is an efficient and effective format.
“It’s important that it was confirmed, at the level of the presidents, [that] there is no alternative to the negotiations and peace has to be established in our region.”
