The Organization for Security and Co-operation in Europe (OSCE) Minsk Group US Co-Chair, Ambassador James Warlick, has delicately gotten around the question regarding the one-sided nature of the Helsinki Declaration, which the OSCE Parliamentary Assembly has adopted. 

In response to Armenian News-NEWS.am’s query as whether this document is biased and how it will affect the Nagorno-Karabakh peace process, Warlick stated as follows:

“The position of the OSCE Minsk Group Co-Chairs remains clear: we will continue to work towards a comprehensive settlement based on the principles of international law, the UN Charter, and the Helsinki Final Act, particularly the principles of territorial integrity, non-use of force, and self-determination. We look forward to traveling to the region soon to continue our talks with the Presidents of Armenia and Azerbaijan and making progress in negotiations.”

The OSCE Parliamentary Assembly has adopted the Helsinki Declaration, certain provisions of which bear an openly one-sided biased approach.
