YEREVAN. – Spokesperson at the Ministry of Foreign Affairs (MFA) of Armenia, Tigran Balayan, explained what proposals Russian Foreign Minister (FM) Sergei Lavrov had meant in his statement regarding the agreements that are “on the [negotiating] table.”

“I believe the Russian Federation foreign minister meant the document which was submitted to the parties [in the Nagorno-Karabakh conflict] in 2011 in Kazan[, Russia], [and] which Azerbaijan rejected at the last moment,” Balayan noted responding to the query on the Russian FM’s recent statement in Azerbaijan’s capital city of Baku. “Lavrov himself said about this clearly in his final [press] conference, in the end of January this year, devoted to the 2015 results.”

To note, the Russian FM had stated that neither a “Lavrov document” nor anything else exists.

“The Russian side, as you now, starting in 2010 when [incumbent Russian PM Dmitry] Medvedev was President, exerted efforts to regulate the matters which have not yet become a subject to agreement by the parties [to the conflict],” Lavrov had said. “This had helped to move forward in some cases. Subsequently, there was a long break, when in 2011 in Kazan, contrary to expectations, an agreement could not be reached on the basic principles of the document.”
