STEPANAKERT. – There is a special procedure for removing the dead out of the neutral zone, and a respective arrangement is made, which, however, the Azerbaijani side has breached, as always, and begun to posit obstacles. 

Davit Babayan, Head of the Central Information Department of the Office of the Nagorno-Karabakh Republic (NKR/Artsakh Republic) President and Deputy Dead of the NKR President’s Office, told the abovementioned to Armenian News-NEWS.am, when asked what agreement Azerbaijan has violated,

“Azerbaijan bears all the blame for both the corpses and the casualties, and for making those families miserable, [and] in mourning,” he said. “The completely accountable [person] is [Azerbaijan President Ilham] Aliyev, together with his administration.

“The negotiations to bring the [dead] bodies out [of the neutral zone] are in progress. The bodies will be brought out, sooner or later; we [i.e. the Artsakh side] have always returned [them]. That’s why, if the Azerbaijani side does not breach all arrangements, everything will be fine.”

In Babayan’s words, however, everything depends on Azerbaijan, since it aggravated the situation and attempted to penetrate into Artsakh, and therefore it bears all accountability. 

He recalled that the Karabakh side has always been in favor of a pacific settlement of the conflict; but not because it fears, or is unable to defend its land, but simply because this matter should be resolved in a civilized manner.

“The Azerbaijan authorities continue their policy, and run this abnormal external and internal policy, as well as the information arena,” he noted.

Davit Babayan added that there are no new developments at the line of contact, and that the situation is relatively stable.

On February 25, the Azerbaijani armed forces launched an attack attempt.

As a result, five dead bodies of the adversary are still in the neutral zone.

On Sunday evening, the Co-Chairs of the Organization for Security and Co-operation in Europe (OSCE) Minsk Group issued a statement in this regard.
