The problem exists so long as there is no constitutional oversight over the bill, and it turns out that the Constitutional Court is verifying the international convention, but not the text of the Constitution. Does this mean that we are placing the convention above the Constitution? This is absurd,” international law expert Ara Ghazaryan told Pastinfo, touching upon the disputed bill on making an amendment to the Constitution of Armenia that the deputies of the ruling My Step faction have submitted and the bill that the parliament is considering through a special session. The bill envisages terminating the powers of the current judges of the Constitutional Court through an amendment to the transitional provision of Article 213 of the Constitution, except for two judges who were elected after shift of power.

Ara Ghazaryan stressed that it will be impossible to amend the transitional provision and that this bill is a violation of the universal principle of predictability. He is certain that the adoption of this bill will overthrow several basics of constitutional order, and this means overthrow of constitutional order.

According to Ara Ghazaryan, adoption of this bill will lead to a serious crisis.
