During a discussion on the upcoming referendum for constitutional amendments today, Programs Coordinator of the Union of Informed Citizens NGO Daniel Ioannisyan, who is collaborating with the Open Society Foundations, said it is important for the authorities to be consistent and hold referenda for all major issues such as the exploitation of the Amulsar gold mine.

According to him, pursuant to the Constitution, the parliament’s decision on holding a referendum had to be forwarded to the Constitutional Court before the referendum was designated, but it is important to consider the logic and legitimacy of these processes.

The head of the NGO said he was certain that discontinuation of the operation of the Constitutional Court for a couple of days won’t be very significant since disputes are mainly considered in the course of six months, and urgent disputes only concern the results of elections, which won’t be held in the near future. “In essence, currently, the Constitutional Court is a kind of protection for making amendments to the law on bank secret, which is a hindrance to the disclosure of the corruption schemes of the former authorities,” Ioannisyan said.
