Armenian side should disassociate itself from Helsinki Final Act and declare that it’s inacceptable of given situation and can be implemented only in limited sense as a basis for future relations between Armenia, NKR and Azerbaijan said CIS Countries Institute expert Mikhail Alexandrov to Armenian News-NEWS.am correspondent.
Commenting upon Azerbaijani Deputy Foreign Minister Araz Azimov’s statement, Alexandrov said that Helsinki Final Act prioritizes territorial integrity principle and peoples’ self-determination right must not contradict to it. Therefore separation form a state is possible only with the consent of that state to review its borders. But Azerbaijan will not give its consent. It’s not accidental that Matthew Bryza keeps emphasizing HFA and obscures the other rules of international law.
Mikhail Alexandrov also marked that Azimov is not quite right about HFA being the basis of Nagorno-Karabakh conflict resolution.
According to him, this document does not apply to a process of the emergence of new states, it only regulates relations between the existing, well-established ones. Norms of international law relating to the period of decolonization, and particularly the Montevideo Convention, which, incidentally, was signed by the U.S. itself, is more applicable in given situation. According to this convention, NKR has full status of an independent state.
