Trying to regulate prices, the state sometimes finds itself in a role of Baron Munchausen who starts pulling his hair having fallen into swamp, said Armenian Prime Minister Tigran Sargsyan speaking at “Spotlight on Russia” meeting.
“If there is no civil society, corruption exists. Countries with transitional economies should be ready to gradually transfer their functions to civil society. It is rather complicated as any corrupted system does not give up power itself. On the contrary, it is trying to get new powers as it creates new opportunities for work,” he said at a meeting held within the framework of World Economic Forum on Europe and Central Asia in Vienna.
According to him, the informed government should realize danger and transfer many of its functions to self-organizing society.
