Hraparak daily of the Republic of Armenia (RA) writes as follows, in particular: Although the [RA] foreign minister and prime minister persistently do not reveal what the non-agreed points of the "peace treaty" [with Azerbaijan] are, our diplomatic sources report that it is about 2 provisions: the exclusion of third country forces on the Armenian-Azerbaijani border, and the waiver of lawsuits against Azerbaijan in international [court] instances.

The demand regarding the first one was made when the EU monitors [in Armenia] were not carrying out a [monitoring] mission on the Armenian-Azerbaijani border yet, and the problem concerned only the Russian border guards, to which the RA authorities did not object, but Azerbaijan later reworded that demand so that it applies also to the EU monitors.

Meanwhile, the West is putting pressure so that the EU monitors stay [in Armenia] and continue to follow regional events, and therefore the agreement—which expires in February next year—should be extended. And until there is an agreement on this point, according to our source, our [authorities] did not agree also to the [Azerbaijani] demand to waiver the lawsuits in international courts. But in principle they are not against [it] if, of course, it is synchronous: Azerbaijan also waivers its lawsuits against us.

However, even if all the points [of the peace treaty] are agreed, our source claims that [Azerbaijani president Ilham] Aliyev will not sign the paper. He is positing new preconditions. And now he insists: he will not sign anything until the RA Constitution is amended.
