Regarding the Nagorno-Karabakh problem, the main agenda was how Armenia can create an international mechanism for Nagorno-Karabakh and Azerbaijan to discuss the security and rights of Karabakh Armenians, Armenian Security Council Secretary Armen Grigoryan said today, on the air of Public Television.

"From the very first minutes of the escalation, the United States showed active engagement, and one of the first phone conversations the Prime Minister had was with Secretary Blinken, and the United States remained involved throughout. The first meeting between the foreign ministers of Armenia and Azerbaijan was organized by Secretary of State Anthony Blinken, and then Jake Sullivan, the U.S. presidential security advisor, organized a meeting between me and the assistant to the president of Azerbaijan, where we basically discussed a number of issues between Armenia and Azerbaijan and also the Nagorno-Karabakh problem.

Regarding the Nagorno Karabakh issue, the main agenda was how we can create an international mechanism for Nagorno Karabakh and Azerbaijan to discuss security and the rights of Karabakh Armenians.  We hope that in the process we will be able to form this international mechanism so that there is an opportunity for discussions between Nagorno-Karabakh and Azerbaijan on the issues of rights and security," he said.

Grigoryan said they also discussed the terms of the peace agreement, the timetable for which is set by the end of the year, as well as the issue of delimitation. "That is, we should have a peace agreement by the end of the year, and there was also an agreement that delimitation would happen by the end of the year, meaning the peace agreement and delimitation are interrelated. Armenia is concerned that after the peace agreement is signed, Azerbaijan may use the so-called non-demilitarized border as a pretext to attack Armenia, so this issue was discussed. Also on the agenda is the withdrawal of Azerbaijani troops from the sovereign territory of Armenia, we also discussed the lifting of the blockade, the important issue here is that the lifting of the blockade in Armenia and the region, as well as in Azerbaijan, will be based on the principle of reciprocity.  You know that Armenia's position remains that we will not discuss any issue that has a corridor logic, and we continue to insist that the lifting of the blockade be based on the principles of sovereignty and reciprocity," he said.

Grigoryan noted that the return of 17 prisoners during the last aggression was discussed, as well as the confirmed return of 33 Armenian prisoners.
