YEREVAN. – Following its recess, the Armenian National Assembly (NA) continued its Tuesday’s session by discussing the opposition Heritage Faction MPs’ bill on making an amendment to the Electoral Code.
According to Heritage’s NA Faction leader Ruben Hakobyan, who is the key speaker of this bill, they are proposing the hanging—at the election precincts and within two days following an election—of the lists of those that have voted. As per Hakobyan, this is indispensable to prevent ballot stuffing, since ballots are stuffed when the names of those have voted is not known.
NA Standing Committee on State and Legal Affairs representative Levon Martirosyan, on the other hand, stated that the aforesaid bill runs counter to the Armenian Constitution, the Constitutional Court decision, and the position of the Venice Commission. And, as per Martirosyan, this is why the commission delivered a negative conclusion to this draft.
