YEREVAN. – Armenia’s membership in the Customs Union will complicate country’s relations with EU, Modus Vivendi Center Director, political scientist Ara Papyan said.

At the moment Armenia’s intention to join the Customs Union is only manifestation of political will by the leaders of Armenia and Russia which can still undergo changes.

“The final decision will be made by the parliament. In theory, they can say “no.” But, practically we know that they are doing what they are being told,” he noted.

The political scientist is confident that Armenia’s recent decision has created a negative precedent.

“The West’s policy supposes privileges and assistance if we maintain good relations with them.  Russian policy implies the following: “if you are not with me, everything will be bad for you.” And we have set a precedent that we do not want encouragement but punishment,” he noted.

Therefore, we should expect punishment, also from the West, especially in reduction of investments in Armenia, anti-Armenian decisions on Karabakh and other issues, he added.
