Armenia is completely for the package on the confidence-building measures which the OSCE Minsk Group Co-Chairs have proposed, but Azerbaijan has rejected all proposals.

The Minister of Foreign Affairs of Armenia, Edward Nalbandian, noted the above-said speaking to reporters in Basel, Switzerland, and commenting on the most recent statement by the Minsk Group.

In his words, Azerbaijan’s reasoning for rejecting these proposals is that the confidence-building measures can be discussed solely when there is progress, when the Nagorno-Karabakh conflict is settled.

“[But] this is a very illogical approach because if we come to a settlement of the conflict, there will be no need for this degree of confidence[-building] measures. The three Co-Chairs speak about this in their latest statement. Also, this would not have allowed deterioration, an aggravation of the situation.

“They agree on something, [but] the Azerbaijanis take a step back on the next day, or several days later, at the most. This is one of the main reasons which, in fact, leave no trace of confidence during these talks. How can you have confidence, believe that you are negotiating with serious people, that the agreements will be honored the next time after they are reached?” Armenia’s FM stated, in particular.
