OSCE Parliamentary Assembly has adopted declaration some provisions of which clearly show unilateral approach.

The Helsinki Declaration adopted as a result of the 24th annual session contains provisions where principles of organization are presented in a biased manner.

In particular, this refers to the provision on the settlement of protracted conflict which says OSCE PA “supports efforts to find lasting, peaceful solutions to the conflict in Ukraine, as well as the frozen conflicts in Georgia (South Ossetia and Abkhazia), the Republic of Moldova (Transnistria) and Azerbaijan (Nagorno-Karabakh and adjacent territories).”

In addition, OSCE PA “reaffirms the inalienable right of the populations of the Republic of Azerbaijan, Georgia, the Republic of Moldova and Ukraine displaced as a result of  conflicts to return to their homes in safety and with dignity, and stresses the necessity of creating appropriate conditions for their soonest return”. This provision does not mention the refugees who were forced to flee as a result of “frozen conflicts” as well as the losses that the other party has suffered.

Thus, OSCE, being the only international organization having a mandate of a mediator in the settlement of Karabakh conflict, displayed a unilateral approach that casts doubt on neutrality and impartiality of the organization as a whole.
