YEREVAN. – The provision of a two-phased parliamentary election system in Armenia should not be removed from the new draft Constitution.

Ruling Republican Party of Armenia (RPA) National Assembly Faction member Sukias Avetisyan noted the above-said at a press conference on Thursday.

“It’s not so that each country shall definitely carry out the recommendation by the Venice Commission,” said the MP. “I’ve said from the very beginning that the option of a two-phased election is the very right way for us to evade crises.”

In Avetisyan’s words, the draft constitutional amendments resolve three matters: Real expression of human rights, selection of the system of governance, and independence of the judiciary.

“The [Armenian] Specialized Committee on Constitutional Reforms has conducted a research regarding the system of governance [in Armenia], and concluded that the parliamentary system is the right one [for the country],” added the RPA deputy.

Chapters 1 through 15 of the new draft Constitution of Armenia have been made public so far. Accordingly, the country will make a transition from a presidential to a parliamentary system of governance. The Venice Commission, however, recommends that the provision of a two-phased parliamentary election system in Armenia should be removed from this draft.
