YEREVAN. – The matter of ensuring Armenia’s security is not resolved in the new draft Constitution, said constitution specialist Gabriel Balayan, at a press conference on Tuesday.
“We have a neighbor [i.e. Azerbaijan] that makes bellicose statements on a regular basis,” said Balayan. “But our security issue is not resolved by the new draft Constitution.”
In his view, even though there is a need for constitutional reforms in Armenia, the introduced text does not fully address the challenges which the country faces.
Attorney Tigran Atanesyan also believes that intelligent specialists have developed the new draft Constitution, but there is no need for constitutional reforms in Armenia.
“It’s an artificial agenda,” added Atanesyan. “Our country is in danger, since it’s governed by a semi-dictatorial system.”
Chapters 1 through 15 of the new draft Constitution of Armenia have been made public so far. Accordingly, the country will make a transition from a presidential to a parliamentary system of governance.
