YEREVAN. – It is early to switch to a parliamentary system of governance in Armenia, noted constitution specialist Gabriel Balayan, at a press conference on Tuesday.   

“I believe the working presidential system has shown its effectiveness, at least in terms of security,” added the constitution specialist.

In Balayan’s view, the procedure for conducting elections in Armenia should be presented in greater detail in the new draft Constitution because the country has never “enjoyed” free and fair elections in the years of its independence, since in 1991.

“The electoral system should be improved with the Constitution,” stated Gabriel Balayan. “In addition, there should be more precise mechanisms for the principle of separation of powers.”

Chapters 1 through 15 of the new draft Constitution of Armenia have been made public so far. Accordingly, the country will make a transition from a presidential to a parliamentary system of governance.
