Azerbaijan remains a dictatorship, this complicating any talks on Nagorno-Karabakh conflict.  

PACE’s French MP and Vice President René Rouquet, who is a member of Socialist Group, said the aforementioned in the framework of the second working session of PACE Tuesday.   

In his words, the flare of aggression in Nagorno-Karabakh is quite serious and can easily turn into an open war. “Under the pressure of Russia, the sides reached temporary ceasefire. The first difficulty which we face in the ensuing situation is the fact that Azerbaijan remains a dictatorship. This complicates any discussions, making any result of these discussions dubious,” Rouquet stressed.

According to the PACE MP, the second difficulty relates to the fact that the conflict exists from the point of view of the principles of international law from the one hand, and vague nature of borders on the other.

“I don’t think that any serious man can call into question the fact that Nagorno-Karabakh was predominantly resided by Armenians,” he added.
