Chen Mann was arrested in Haikou in 1992 as being suspected of firing of dwelling house which brought to a death of a man. The court sentenced him to death in 1994.  Upon deferring the implementation of the death penalty, in 1999 the court left the verdict unchanged. Chen Mann argued that the police tortured him in order to obtain a false confession. In February of 2015 he appealed the verdict to China’s Supreme Prosecutor's Office. The case was transferred to the Zhejiang provincial court, which acquitted him. He was released in February of 2016.

After having been released, Mann required the government a 9.65 million yuan compensation for infringing his liberty, depriving him from job, causing damage to his health , creating court costs, and moral damages. Khanyan court ruled that the compensation claim is legitimate and made a resolution to pay him a portion of the required amount. The remaining part will be paid as a compensation for moral damages.
