YEREVAN. - The Armenian Constitution hasn’t been a success as a social contract, the issue being not in the text of the Constitution but in its perception by the authorities and people, constitutional specialist Armen Mazmanyan told journalists Tuesday.

In his words, the Armenian society has not yet learnt and is not ready to follow the social contract stemming from its own interests.

The success of the Constitution depends on the ownership right of a citizen with respect to the state, Mazmanyan added. “Once we feel we are the masters of our state, we become responsible for its development. Our political institutions should develop,” he stressed.

According to the expert, the legal and social issues are also conditioned by the level of political institutions.

If implemented, the new Constitution under which Armenia will switch to the parliamentary form of governance can ensure serious development, he noted.
