“OSCE should hold its leading position in South Caucasus, particularly in terms of Karabakh conflict settlement,” UN Under-Secretary General for Humanitarian Affairs John Holmes stated Nov 12, 2009. “I consider that any lasting freezing of talks is not an easy process, however Nagorno-Karabakh issue progresses recently, that brings hope,” Holmes outlined.

According to him, OSCE Minsk Group should be more efficient. “Despite the fact that the process will be complicated both for Armenia and Azerbaijan, the conflict resolution is in general interest,” he noted.
