Hraparak daily of Armenia writes: Azerbaijan and Armenia have completed negotiations on the agreement on the text of the peace agreement. “Armenia has accepted the proposals of the Azerbaijani party on the last 2 unagreed points of the agreement,” said Azerbaijani foreign minister Bayramov.

It is about withdrawing international lawsuits [against each other] and not deploying forces belonging to third countries on the border [of one another]. The Armenian MFA hastened to give a herald that “the Peace Agreement is ready for signing.” Consultations have begun “regarding the time and venue for the signing.”

Although some CC [i.e. Armenia’s ruling Civil Contract Party and its parliamentary faction] members were actively disseminating this statement yesterday, they were confessing in private conversations that this does not mean that the treaty will be signed—Baku has posited derivative demands.

This is not about changing the Constitution [of Armenia], to which [Armenian PM] Pashinyan has agreed, but about the return of 350 thousand Azerbaijani refugees, the Zangezur corridor, and the handing over of Armenia’s "war criminals" to Baku, about which the Azerbaijan president’s assistant, Hajiyev, has already announced several times.
