Armenia is still listed among semi-consolidated authoritarian regimes in the Freedom House report titled “Nations in Transit 2013.”

The report registered electoral gains in Georgia and Armenia, Abuses in Russia and Ukraine. While neighboring Azerbaijan aggressively stifled political opposition, Georgia and Armenia conducted parliamentary elections under new electoral laws that emphasized equal access to campaign resources and media coverage.

The document says Armenia has registered improvement on independent media and democracy score (5.36).

As to the neighboring states, Azerbaijan has low rating in the survey’s civil society category. The country registered declines in terms of corruption and democracy score. The report indicates that democracy gap between Azerbaijan and its Caucasian neighbors continued to grow in 2012. Besides, it mentions the case of Ramil Safarov who was immediately pardoned and set free by Baku, “thereby halting any progress in Azerbaijan’s negotiations with Armenia over the disputed territory of Nagorno-Karabakh.”

Georgia, just as Armenia, registered improvements in electoral process and democracy score.
