YEREVAN. – Heated processes are taking place in terms of the settlement of the Nagorno-Karabakh conflict, according to 168 Zham daily newspaper.

“It was significant that Russian Foreign Minister Sergei Lavrov put upon Germany the matter of introducing [respective] mechanisms. Russia has appeared under great pressure, as a result of which it suspended arms sales to Armenia. Second (…), Germany acts in favor of the entire OSCE (…), and it is clear that various versions are discussed to get the OSCE active,” political scientist Manvel Sargsyan, who is Director of the Armenian Center for National and International Studies, told 168 Zham.

German analyst Uwe Halbach, in turn, confirmed that Germany, as the OSCE chairing country, wants to do more than its predecessors. “Europe is surrounded by centers of instability; they can explode at any moment, including the Karabakh conflict, which showed its face in early April,” Halbach said. “There is a clear understanding that they can bee overseen by strengthening the OSCE functions. (…) Germany does a substantial job in this regard. Germany’s measures will receive counteraction from neither Russia nor the West. I believe Germany will be constructive, and there will be concrete proposals regarding the deployment mechanisms, holding [Armenian and Azerbaijani] presidential talks.”
