Taking as a basis the recommendation of the Prime Minister, pursuant to part 3 of Article 132 of the Constitution, as well as part 1 of Article 21 of the Law of the Republic of Armenia on Diplomatic Service, President of the Republic of Armenia Armen Sarkissian has decided to confer the diplomatic rank of Ambassador Extraordinary and Plenipotentiary to Ruben Shugaryan (Advisor to the Minister of Foreign Affairs) and Levon Khachatryan (Advisor to the Minister of Foreign Affairs).
