Council of Europe Commissioner for Human Rights Nils Muiznieks urged Armenia and Azerbaijan to sit down at negotiation table and work with the International Committee of the Red Cross.

His remark came in response to the question by Armenian delegate Naira Zohrabyan about gross violations of the human rights by Azerbaijan during the recent large-scale aggression against Nagorno-Karabakh.

The Commissioner said he had expressed grave concern at the fact that people are dying.

As reported earlier, during Azerbaijan’s aggression 12-year-old Vaghinak Grigoryan was killed in armed forces shelling which is violation of Article 38 of the Convention on the Rights of the Children.

Two other children were wounded in fire by the Azerbaijani side, while school in Martakert was considerably damaged.

Three other civilians were brutally killed by Azerbaijani soldiers in the village of Talish. In addition, Karabakh Defense Army said that bodies of the deceased Armenian soldiers transferred by the Azerbaijani side had signs of torture and mutilation.
