YEREVAN.- The sooner active phase of negotiations starts, the better. Inaction leads to war, said French President Nicolas Sarkozy at a joint press conference with Armenian President in Yerevan on Friday.

French leader answered to a remark of one of the journalists that due to EU programs Azerbaijan is spending much on military buildup.

The head of French state sees the solution to the conflict within the OSCE Minsk Group, where Armenia and Azerbaijan should be engaged in dialogue. Sarkozy stressed the importance of maintaining peace from both sides.

He also noted that the issues related to nuclear energy will be studied in a few weeks. Sarkozy also said that on the one hand, it is necessary to promote peace with neighbors, on the other - to work together to create new sources of energy, since France is very concerned about the problems of nuclear energy.

In his turn President Sargsyan said Armenia respects the desire to ensure regional alternative energy sources and is expecting attention to security and stability in the region.

“But these programs should be implemented so as to ensure security, to serve for peace, not war. Everyone wants implementation of European programs, and it is important to cooperate in the region to establish stability, but not promote sources for new war,” he said.
