The European Council, uniting the heads of state and government of the EU, was unable to adopt the overall outcome document following the results of the summit, the chairman's conclusions were approved with the support of 27 EU countries, RIA Novosti reported quoting Spokesperson of European Council President Donald Tusk, Preben Aamaan.

“Spring EUCO ended. Conclusions by EuCoPresident supported by 27 delegations will be published soon,” Aamann tweeted.
