Ukraine and the USA are discussing the possibility of creating an investment fund, where Kyiv will invest future revenues from the extraction of critical minerals and Washington will contribute money for different areas, the contributions will be about 50/50, Prime Minister Denys Shmyhal has said, Interfax-Ukraine has reported.
During a discussion on the occasion of the special YES meeting “Three Years - Time to Win” organized by the Victor Pinchuk Foundation, the Ukrainian Prime Minister stressed that Kyiv does not discuss any issue on critical minerals without security guarantees, without a peace plan. According to him, even today Ukraine is discussing these two points with the United States: security guarantees and economic cooperation. On the issue of economic cooperation, various spheres are being considered, particularly reconstruction.
“We offer the same conditions for European partners, for G7 partners - that is, for everyone involved in supporting Ukraine during these three years,” he said.
The head of the Ukrainian government added that Ukraine is now discussing with the United States the possibility of creating a joint investment fund, where Ukraine will invest future revenues from the extraction of critical raw materials, from the income that state-owned enterprises receive.
“And this is Ukraine's contribution. From the U.S. side there will be a contribution in the form of cash, that is actually money, for different areas: for security, for economic development, for capital investments in Ukraine's infrastructure. And it will be about 50/50 contributions to such a peculiar fund. Thus, this fund will be managed by both the governments of Ukraine and the United States,” Shmyhal said.
According to him, this agreement will be prepared. He added that now only the first agreement of intentions to create such an investment fund between the two countries is being prepared.
“That is, nothing extraordinary. Nothing like a colonial agreement is being discussed. Absolutely, once again I assure you,” the Prime Minister emphasized.
Moreover, he noted that European integration is embedded in this document and this agreement on the creation of an investment fund cannot contradict the existing association agreement with the European Union, as well as agreements with international financial organizations (IMF, World Bank).
As Prime Minister said, even earlier Ukraine with the Europeans explored deposits of 22 out of 30 critical types of minerals that are of interest to Europe, and there are several memorandums with the EU. In particular, Ukraine is a member of some alliances in the European Union on raw materials, the agreements were signed 3-4 years ago.
