YEREVAN. – Emergency situation is announced in the state when its existence is under the question, Armenian Minister of Justice Hrayr Tovmasyan told the journalists at the Parliament commenting on the bill discussions on Legal Regime of Emergency Situation in the state, which caused a big controversy in Armenian society.

Emergency situation is declared when the state is in internal or external danger. In addition, the army will never stand against the nation, Tovmasyan added.

Asked why the bill was submitted so quickly, the Minister said that it is still a question that another parliamentary session will be held.

To note, the Government called back the bill to amend it. The opposition claims the law restricts the role of the Parliament and allows using the army to solve domestic-political issues.
