Thanks to PACE and other European Council structures’ endeavors, as well as the close and committed cooperation with Armenian delegation in the Assembly, within 15 months Armenian authorities achieved considerable progress in PACE resolution requirements execution. “The debates on &‘Functioning of Democratic Institutions in Armenia’ report will be held on June 24, 2009 during PACE summer session”, the report states.

The report of PACE Monitoring Commission co-reporters John Prescott and Georges Colombier states, that Armenian authorities annulled the contradictory amendments to the law on holding meetings, processions and demonstrations, started the investigation on 1-2 March, 2008 events and offered crucial amendments to problematic regulations of the RA Criminal Code. Besides, under PACE recommendation a number of reforms were initiated, that brought to the announcement of the amnesty, the report reads.

Meanwhile, European parliamentarians consider that amnesty became a tool of PACE crucial demand implementation, however at that cannot be considered a sufficient step toward the normalization of political life and resolution of crisis in Armenia. “Monitoring commission should constantly support the authorities in the current process in the frames of regular procedure on monitoring of Armenia to fulfill commitments to Assembly”, — Colombier and Prescott report indicates.
