YEREVAN. – High air temperature and effect of open fire were the cause for the methane-gas-filled balloons’ explosion at Armenian capital city Yerevan’s Republic Square on May 4, during the public rally organized by the ruling Republican Party, Aravot daily writes.

“The experts have reached such conclusion. [And] According to our information, the identities are determined of those who filled the balloons and transferred them to Republic Square.

But if the mechanism and conditions for filling balloons with gas are not regulated at us to date, then the ordinary balloon filler, or its holder, must be held accountable for violating what rule?   

First and foremost, the accountable is that [state] administration and officials under whose permission the given domain has remained unregulated. It is already several years that balloons in our country are filled with gas and the appropriate [state] agencies likewise should have been aware of this, but they were not in a hurry to regulate the domain. [And] The [fact] that they did not hurry, or did not even take any step, becomes apparent by the absence of a [respective] legal normative act,” Aravot writes.
