As OSCE Minsk Group French Co-chairman Bernard Fassier expressed hope the war is unlikely to resume, it means there is a threat of war, Alexander Arzumanyan the former Foreign Minister supposes. “If you hope there will be no war, it means you assume its possibility”, he stated.

“When one says the war is unlikely to break out, it means the threat is so real that he expresses hope it will not start. Why didn’t Fassier make such statements 3 years ago? Actually, on the contrary, he was confident that the conflict will not be settled by force, as this resolution is not farsighted”, Arzumayan outlined, adding that the Co-chairmen always ruled out the possibility of war in their statements. That is why non-use of force principle was included in all documents. “And all of a sudden, now, when it is underlined that the conflict should be settled peacefully and use of force to be ruled out in interstate relations, you express a hope the war is unlikely to break out. It should be a matter of concern,” Arzumanyan concluded.
