Armenia and Azerbaijan will be included into Black Sea Ring Highway Caravan (HWBSR). The high-capacity 7140km highway will be designed of two independent (minimum 2-lane) driveways along the Black Sea coast.

Russia elaborated HWBSR project in 2006 and presented it to Black Sea Economic Cooperation (BSEC) Member States. Twelve members signed the document in Belgrade in 2007. The memorandum came into force in autumn 2008. It is notable that Azerbaijan will join BSR through Armenia’s territory – as both countries are BSEC members.

HWBSR will join Turkey, Georgia, Russia, Ukraine, Moldova, Romania, Bulgaria, and Greece. The highway turn-offs will encompass Armenia, Azerbaijan, Albania and Serbia. The main route will lay through Istanbul (Turkey) – Samsun (Turkey) – Trabzon (Turkey) – Batumi (Georgia) – Poti (Georgia) – Novorossiysk (Russia) – Rostov-on-Don (Russia) – Taganrog (Russia) – Mariupol (Ukraine) – Melitopol (Ukraine) – Odessa (Ukraine) – Chisinau (Moldova) – Bucharest (Romania) – Haskovo (Bulgaria) – Komotini (Greece) – Alexandroupolis (Greece).
