According to Armenian National Congress source, Serzh Sargsyan secretly signed an agreement on Karabakh issue in Moscow, July 17, 2009.

Levon Zurabyan, Armenian National Congress (ANC) coordinator, stated that it is not the first time that ‘tradition’ of signing secret agreements is established in Armenia. It was preceded by April 22 Armenian-Turkish agreement, kept secret to date. “Now we hear about some documents like to be agreed on and even on Karabakh issue,” Zurabyan said.

Commenting on Madrid principles and ANC position on NKR issue, Zurabyan outlined that Madrid principles were not publicized yet. “They remained as secret as when firstly presented to Armenia and Azerbaijan. The statement issued by three presidents contains conceptual provisions of the principles,” Zurabyan emphasized, adding that ANC can comment only the published ones. “However, dynamics of outflow indicates inconsistency of the document to Armenia’s interests, and the only reason for this is weakness of Serzh Sargsyan’s illegitimate administration,” Zurabyan concluded.
